Bridging RCOs and harm reduction to advance whole-human care

On January 12, 2026, MARCO partnered with Anything Helps and the Steve Rummler HOPE Network to host a historic, first-of-its-kind RCO Community Recovery Summit. This sold-out community event brought together Recovery Community Organizations, harm reduction leaders, advocates, and community partners from across Minnesota for a full day of learning, connection, and collaboration.

 

National harm reduction expert Joy Rucker kicked off the day as our keynote speaker. For more than 30 years, Joy has been a powerful advocate for people who use drugs—building Housing First programs, advancing overdose prevention efforts, training providers nationwide, and co-founding the National Black Harm Reduction Network. Her wisdom, experience, and unapologetic commitment to saving lives left a lasting impact on everyone in the room.

 

More than 125 community members, peer recovery support specialists, and recovery leaders attended, marking a meaningful step forward in bridging recovery and harm reduction to advance whole-human, community-driven care across Minnesota.

From Devastation to Dignity: Harm Reduction Now

The crack era devastated Black and Brown neighborhoods through criminalization, not care. Harm reduction centers dignity and survival — meeting our people with support instead of judgment. Healing means investing back into the communities that were targeted: resources, safety, and power.

Lighthouse Beginnings

LHB came to life when we became a 501(c)(3) in 2020. We built a board of directors of people in recovery. LHB launched for the purpose of assisting and empowering individuals to remove the roadblocks experienced while in the recovery process.

LHB was developed and continues to be managed by individuals with lived experience, education, diverse backgrounds, and different pathways of recovery. We have locations in Brainerd and in Minneapolis, trying to expand our reach to those who face recovery daily, know people in recovery, face homelessness, or have been wrongly incarcerated.

Our Approach

Peer support encompasses a range of activities and interactions between people who share similar experiences of being diagnosed with mental health conditions, substance use disorders, or both. This mutuality is often called “peerness” — a connection between a peer support worker and a person in or seeking recovery that promotes connection and inspires hope.

Peer support offers a level of acceptance, understanding, and validation not found in many other professional relationships. By sharing their own lived experience and practical guidance, peer support workers help people develop goals, create strategies for self-empowerment, and take steps toward building fulfilling, self-determined lives through individualized wellness plans.
